This study aims to make a frame of standard indicators to evaluate writing capabilities of learners in terms of focusing on organization category. This index functions as a criterion of setting up the aims and contents of writing education and simultaneously serves as a basis of examining the results of this education. This study considers two directions as follows: First, it examines how the seventh curriculum consists of the organization category of writing education and whether this category functions well as a reliable standard in indicating writing capabilities in aspect of organization category. Through this examination we find out tendency of de-organization, lack of concreteness and deficiency of hierarchy. Second, to overcome these problems this study explores the standard method by which the organizing capabilities of writing can be indicated in an efficient way. To explore the method, this study establishes the basic strategic orientation for index and then systematizes the components of organization category for writing. Next this study divides these components into two-four phases by a logical way and then unites these components according a given norm and lastly sets up a criterion of each stage for organizing capabilities of writing.
