The quality of educational program for bringing up korean language teacher determines the quality of korean language teacher. But educational programs for bringing up elementary korean language teacher are never sufficient. For solving such problems in system, we have to utilize vertical hierarchy among programs and to broaden the ground of korean language education. The ways of utilizing vertical hierarchy among programs are 1)role-apportioning systematically among pre-service programs for bringing up korean language teacher, 2)changing viewpoint from that the efficient elementary korean language teachers are made by others in short term to that they are constructed by themselves in life-long term, 3)utilizing the experiences of korean language learning in elementary-middle-high school, 4)endowing flexibility to the starting and finishing point in pre-service education, 5)role-apportioning rationally among in-service programs such as the training course, the graduate course etc.. The way of broadening the ground of korean language education is using other department's programs to teaching reading, writing, discussing ability. In doing this, we are able to expect synergy effect in each other. And accomplishing to bring up the efficient elementary korean language teachers, we ought to open our eyes on the subject, receiver, media and so forth in korean language education.
