Nowdays, It is a problem to understand that speech teaching is important to expand practical skills in Korean Language education. So I proposed a new idea and methodology. It is a direction to culture production. Therefore I suggested the conception and principle of new speech teaching. And I discussed teaching methods of a public speech and a debate, and so on practical strategies to extend capability for culture production. First, We have to use terminology, the 'speech' from primary to high school wholly. Second, 21th century is strengthened to cultural life for human beings. So an alternative plan is to seeking the direction to culture production. Third, speech teaching to culture production is beyond of the pragmatic speech teaching. And I proposed three principles, logicality, criticality, creativity for speech teaching's foundation. Forth, I discussed general program for common speech. These are : a. listening closely and speaking, b. speaking one's experience and listening closely, c. speaking one's thinking and listening closely, d. speaking one's reading and listening closely, e. writing one's speaking and close listening. Fifth, I presented practical teaching programs for a public speech and debate to culture production.
