Perception of Priority Survey for Public Language Requirements — Targeting public document producers

Abstract
Public language, which is language with a public nature targeting the general public, has been used since 2009, and currently, as in Article 14(Preparation and Evaluation of Official Documents, etc.), Paragraph 1 of the “Framework Act on the Korean Language,” the use of easy-to-understand terms and language regulations are communication requirements. Accordingly, from 2014 to the present, public language use evaluation has been conducted targeting central administrative agencies, and the scope is gradually expanding. However, research on the recognition of the public language of behalf of the person who produces it remains insufficient. In order to realize the ultimate purpose of using public language, it is necessary to for employees in public institutions to understand and recognize the main requirements of public language because the subject’s thoughts on the object are returned as the result. Therefore, in this study, 20 people working in public institutions were surveyed to better understand their prioritization of public language requirements using AHP. Results show that the participants value accuracy (0.62) more than communication (0.38). Specifically, in the middle area , the expression accuracy (0.32) was most highly prioritized, whereas the expression accuracy (0.09) was the least prioritized . Next, in the small area, the participants gave the highest value to not using discriminatory expressions (0.15), followed by using vocabulary suitable for content description (0.12), with the use of easy terms and a familiar tone (0.11) scoring the least. Thus, current workers in public institutions, that is, producers of public documents, also recognize the importance of communicating with the public through documents and recognize the need to use easy terms, appropriate sentence length, and vocabulary suitable for the content. However, their efforts in preparing official documents in reality are relatively insufficient; for example, they may use vocabulary that they do not understand or employ difficult terms even though they have access to refined words. In order to improve these problems, most importantly, it is necessary to improve the awareness of the person in charge of writing public language, and for this purpose, clear standards regarding “easy terms” and “easy sentences” are required.
