The Role of Teachers Dedicated to Basic Academic Ability for Education Recovery and The Tasks of Teacher Education — Focusing on Individualized Literacy Teaching Professionalism

Abstract
In 2021, the Korean Ministry of Education announced the “Comprehensive Plan for Education Recovery” to address the problem of learning deficits amplified by COVID-19. To truly recover education, it is necessary to fulfill the national responsibility to guarantee basic academic ability and bridge the educational gap. A system of teachers dedicated to basic academic ability was introduced to solve these problems. The system of teachers dedicated to basic academic ability was first implemented in 2020 when the Jeollanam-do Office of Education selected and managed dedicated teachers for literacy and math skills, and later expanded to the Chungcheongbuk-do, Gyeongsangbuk-do, and Ulsan City Offices of Education. This system showed that early detection and intervention for underachievers is effective in preventing and minimizing learning gaps. In addition, it was confirmed that the professionalism of teachers in charge of individualized classes in a pull-out method during general class time is vital for improving literacy skills. Dedicated teachers strove to enhance the professionalism of individualized literacy classes, and professionalism was improved through teacher training and teacher learning community activities. To establish this system and restore education, some points must be considered in terms of teacher education. (1) The expertise of teachers in charge of individualized literacy classes should be secured. In addition to the existing teacher training, it is possible to support professional development through re-education in graduate school. (2) In the long run, it is necessary to include basic academic skills in the training and retraining process for Korean language teachers. In addition, (3) it is necessary to seek ways to reduce the learning gap that occurs before entering elementary school.
