Issue of Speaking test and Developmental Plan

Abstract
Purpose of this study is to make an issue of problems raised by many researchers regarding evaluation on speech realm under disorder and to investigate a realizable way by improving validity and reliability of speaking test. This study selected subjects for which opposite composition could be made among various problems raised by previous researches regarding evaluation on speech realm, arranged them according to their supporting points from their respective standpoints, looked into merits and demerits of the plan, and reviewed whether the best solution could be found. This study focused on direct evaluation of speech realm conducted mainly in school field. This study treated following issues; first, evaluation on the method of talking alone and talking together; second, holistic scoring and analytic scoring; and third, evaluation on contents composition ability and on communication ability. As a developmental plan of speaking test, this study discussed strengthening of evaluation on interaction ability, establishment of construct for speaking test, development of speech rubric considering usefulness, and enhancement of importance of communication ability.
